The HERS® ratings are now based on Standards ANSI/RESNET®/ICC 301-2022, ANSI/RESNET/ICC 310-2020 and ANSI/RESNET/ICC 380 -2022 as adopted and modified by HERS Standards addenda incorporated into Chapter 3 of the Continuous Maintenance Edition.
The Residential Energy Services Network (RESNET) was founded in 1995 as an independent, non-profit organization to help homeowners reduce the cost of their utility bills by making their homes more energy efficient.
RESNET’s Standards are officially recognized by the federal government for verification of building energy performance for such programs as federal tax incentives, the Environmental Protection Agency’s ENERGY STAR program and the U.S. Department of Energy’s Building America Program.

RESNET committees help RESNET achieve its goal of setting the standards for quality. Each committee’s purpose is to provide the RESNET Board with policy, implementation and technical guidance.

As part of RESNET’s agreement with ENERGY STAR as a Home Certification Organization and in accordance with HERS® Section 906, RESNET has the authority to enforce quality assurance requirements for third-party energy efficiency programs.
