I am trying to create a GPO to grant a user group permission to start, stop and pause third party services that are installed on a couple of Windows 2016 servers in the domain.

For example on my online compiler it is required to run Third party executables like python.exe to compile user entered untrusted programs. I run them in Sandbox.

The user is "SYSTEM". And also windows patching check, disabling third party software check.
